EMERGENCY EDIT: I did not see the word "Song" in the title...If final battles count,Final Fantasy VIII still stands. If not,then I'd have to go with Fallout 3,pre Broken Steel. The song that plays is pretty haunting,and it reminds you that no matter what you did,no matter how hard you tried,the Wasteland did not significantly change in the long run. Sure there's clean water,but humanity is still doomed.
