Well it's a tough call, considering you've got the RE4 flasher merchant. But, I'd probably go with Winthrop. True, he's got really crappy equipment, but he does greet you by assuring you that his hotel is 'as clean as an Elven arse'.

I can't remember her name or which shop she runs, but there's a 'pretty' (graphics notwithstanding) young lass who runs one of the blackmarket shops in Thief: Deadly Shadows, who clearly has a schoolgirl-esque crush on Garrett, and he never so much as says a word or blinks an eye at her, it's great.

A little mean in a way, but things like that, the little things, that give the whole game a bit more personality and charm.
