Sticking with game quotes here's one from Albedo of Xenosaga:

Kreia from Kotor 2 is an endless supply of good villain quotes, and it's quite arguable that she single-handedly made that game great despite it's horribly rushed development.

Here are some of my favorite lines:

Every line Saren says in ME1. "I am a vision of the future Shepard", I just get chills every time.

Also, the "villian" from Spec Ops: The Line has some great lines
