Yeah that was my understanding too apart from it being in a safe situation, so kind of safe unsafeness if you will. I would be surprised if many people actually fantasize about being raped without some kind of qualification being added like "by my partner" or "by someone I trust". Maybe it ties in to the whole being rough but still in control kind of thing, as well as role play.
