most villians are pretty meh over all in theyer 'destroy/take over the world' schemes, yet he did both, by the halfway point,
not even the fanboy fav Sephi could do that, what he do, like burn one town, an kill one girl of importance >.> riiight ... keep trying buddy

I only hate the villains in games they refuse to let you kill even though they're standing about 5 feet away from you.

"Get the fuck off me, I regenerate from damage and I've got bullets that ignore gravity, let me shoot at this fucker!"

If I'm understanding you correctly, it was probably Maester Seymour in FF10. I hate absolutely everything about this guy. His ridiculous hair, his flamboyant personality, his so obviously evil smile, his ability to ignore death, and the fact that he sounds like Tiny Tim. Just seeing him made my blood boil.

The FBI in Red Dead Redemption, I mean honestly...

John takes out the biggest criminal they've been hunting, and instead of letting him go like they said they would, they kill him. It felt so good to take out that bastard Edgar Ross as John's son... fucker deserved it.

Yes, they are programmed to be. Every Leader in Civ has a personality, determinated by several variables. Such as likelyness to declare war or to betray a friend. Here you can check out the details, if you are interessted.

This. Her greatest power was her terrible lip-sync, or her voice itself. I would have thought the majority of these would be villains from more tame kids' show who nonetheless manage to be contemptible and commit clearly understandable atrocities, getting past the censors so to speak.

Here's one I didn't think of until now, from an obscure 'toon that was one of my favorites: Big Boss from COPS. Most of the time this obese Edward G. Robinson impersonator doesn't try anything too nasty beyond grand theft or ransom for it's own sake, but guess what he does when one of his crooks says no to a job he needs her to do? Arranges the kidnap of her little sister, makes it look like she is the one responsible for it, blackmail her into doing the job for free instead of a cut of the loot, and then plot to kill the kid anyway! All this, while eating greasy meat in his posh office tower. Comical as his henchmen are, he is greed personified in the 80s.
