I think that's very likely. I've seen it reported that Goudreau approached the US government for support, but was turned down and I would expect the US government would have gone further and made their opposition clear to Goudreau. The last thing US diplomats and agents need is a bunch of rank amateurs embroiling the USA in unnecessary international disputes.I have no good source on this, so take it as rumor, but I read someone suggest the CIA not only knew, they actively tried to talk them out of it.
Let's face it, if the CIA / etc. wanted to remove Maduro that way, they've got much better resources than a low-rent outfit that's not done anything more complex than glorified showsec.
