There are two kinds of physical traits- inherited and acquired. You can acquire physical traits during your life; things like being particularly strong, quick, or not feeling the cold as much as others
seem to. Seem being the key word there: You don't feel it any less than other people, you've just taught your brain to accept a lower standard temperature. It's like getting off a plane in a hot country- you're sweltering, but the locals are playing football in the midday sun.
Most traits, however, are inherited from your parents. Things like height, size, and all the physical characteristics associated with resistance to cold (Eg. More, thicker hair, low surface:volume ratio, overall large size, lots of body fat.). You would need to find the people with the genes that made them resistant to cold, and then allow only them to breed.
A more practical solution would be to pour more money into genome mapping for now, in the hopes that later on we'll be able to easily and routinely alter the genes of our embryos. Super-race, here we come!
