I'd say Wrex and Ashley from Mass Effect. Having them both exchange quips was a lot of fun that I found myself bringing them with me a lot in the first game. Wrex had this great dry wit and he usually broke the ice and tension a little and Ashley had this great tough gal attitude that made her flirtation with Shepard one of the better parts of the game (to me anyway).

Also Garrus and Tali in Mass Effect 2 for similar reasons. I really hope Garrus and Wrex make an appearance in Mass Effect 3 so I can decide once and for all who the crowned king of dry witty one liners in Mass Effect is.

EDIT: Also gotta give credit to Mordin.

Bioware holds my current favorites:

Garrus & Wrex for their dry one-liners that are constantly amazing.
Joker because he's Seth fucking Green (and they gave him great dialogue)
Grunt for his unintentional hilarity (hehe...'point')
Mordin for obvious reasons
Tali because she's so damn snarky, it's just great.
Donnelly: "Stop toying with me, girl!"
HK-47 (obligatory mention)

Few others, but those are just tops.

As for OTHER RPG's, Fallout 3, I loved the butler for some reason. FFX, Auron had some good dry wit, and I liked Wakka too.

That's about all I can think of right now.

but i will agree, bioware has at least one character in each other there games that i love.

OT: either hk-47(self explanatory) , alistair from dragon age (his super monotone sarcasm i love, i do it all the time), or zidane from ff9
