I meant kill him permanently, without any penalty.

Stealth and undetected kills pretty much skirt around karma and hostility changes. Go to The Thorn and start betting on some matches, in which everyone will kill you if you interfere with them at all. Then, if it gets stuck, you find a spot where you're 'Hidden' in sneak mode, pull out the silenced weapons, and attack with impunity.

No reason why Fantastic can't go down the same way.

In fact, why don't I go test that out right now?

Have you tried placing a C4 in his pocket and running a safe distance away hidden.

OT: Princess Peach, she is the most ditzy, annoying, damsel in distress, character I have ever met in a videogame.
