How many times do I have to tell you people, SHE TRIED TO PUT A CONTROL CHIP IN MY BRAIN!

Unless she is going to use it for really kinky purposes, she can eat brick of frozen acid for all I care.
Ok, maybe I missed something in my 3 play-throughs of that game but I don't remember that happening.
You clearly don't talk to people that you have no reason to talk to.

She says she had suggested the control chip right before departure for the first abducted colony that has Tali in it (I can't remember the name, I think it was Freedom's Progress).

Fantastic from Fallout: New Vegas
I thought you COULD kill him. It's Fallout! Everybody's a target!
I meant kill him permanently, without any penalty.

If you kill him during the quest, the quest will fail.
If you kill him after the quest, he will respawn at the damn dam.
If you kill him at the dam, the NCR will get upset and wag their .50 caliber fingers at you.

But rest assured, I'm working on a plan.
Stealth and undetected kills pretty much skirt around karma and hostility changes. Go to The Thorn and start betting on some matches, in which everyone will kill you if you interfere with them at all. Then, if it gets stuck, you find a spot where you're 'Hidden' in sneak mode, pull out the silenced weapons, and attack with impunity.

No reason why Fantastic can't go down the same way.

In fact, why don't I go test that out right now?
Oh, please do.

The only character I ever desperately wanted to kill in a video game, who wasn't an enemy, was Reaver from Fable II. After that stunt he pulled with the seal, and then everything he said to my character after that, I wanted to pin him down, and use a fully charged inferno right in his centuries-old face.

Actually, all three play-throughs total less than 100 hours and I talked to everyone (except Jacob. He was the Kaiden of Mass Effect 2). Most of the stuff becomes a blur at that point. I vaguely remember that. I could have sworn that was said facetiously though.

She hates Wrex. Wrex is awesome.
Oh the irony here is thick enough to cut with a knife.

Anyone that has a voice actor in just cause two, that ISNT rico himself. Rico gets away with it because he rarely talks, and his voice is acceptable. People such as that lady whos in charge of those rebels (real specific, i know) should just stay quiet.

Hey I know the Head of the Roaches, cool guy. Just sayin

I don't know if this counts as you do kill him but Altair's leader from Assassin's Creed, the moment I saw him I thought "He's obviously evil, let me kill him now!", and when I was proved right I hated every in game character for not seeing how obviously evil he is.

she: "ask yourself, Delta-"
me: "shut up"
she: "see the family, Delta-"
me: "shut up"
she: "you are a man of shallow faith, Delta-"
me: "SHUT THE FUCK UP"
she: "for you interrupt in the sacred duty of Eleanor, Delta-"
me: "SHOTGUN, SHOTGUN. MY KINGDOM FOR A SHOTGUN TO KILL THE *****"

also, Raziel, but in a moderate fashion, that is, only when he's monologuing..... which is every fucking 5 minutes, and in a slooooow, noble accent, which is annoying.
I mean, shit, not even Samus from Other M was this annoying.
Nevertheless, he's a really, really cool character, so it doesn't really count

I meant kill him permanently, without any penalty.

Dead without a hitch in Helios. Corpse looted. Where's he suppose to be at the Dam?

He's on the floor of one of the power stations, he'll tell you that he's been, and I quote,"Promoted to 'God Damn Dam God'"

You have to get to the halfway point in the story quests before he respawns, I believe it's after you kill benny and are invited by Caesar and the NCR to do quests for them.

That explains it. I haven't actually killed Benny yet.

Okay, to the person who called Ashley from Mass Effect 'racist' I'll let you off with a warning this time because you are new. But just so you know, there is a wall of text potentially brewing in me powerful enough to upset the balance of nature.

Grrrrrrr

Anyway, my pick is Little Oly from Psychonauts in the infamous Meat Circus level.

At first, I actually felt sympathy for him, because he was a little boy with a pet bunny who had a monstrous murdering butcher for a father of whom he lived in fear of. I was ready to feel sorry and sympathy for the kid.

But then came the escort mission. I had to defend him from waves of enemies while he tried to catch his bunny that kept walking away, and every time he got the bunny he would use the propeller on the top of his hat to fly to a higher level.... then he would drop the bunny.... and land right next to another area where enemies spawn from.

So then I have to race to get where he is, I barely get there in time to rescue him... and he goes off and does it again. Usually getting killed in the process and when he dies I have to start the whole level all over again. Oh and his voice gets really annoying really quick when you hear it about a million times.

So basically, he's annoying, stupid and he has no survival instinct whatsoever and I have to protect him and if he dies as a result of his own idiocy I get punished for it.

Grrrrrr.
