Games not available in our country, bad to download even if there free?

Hi guys,
I was wondering if it's illegal to download an game (specifically an mmo), that isn't available in your country, the game I am talking about is Dragonball Online, which is only available in Korea at the moment, the game is free and there are no subscription costs, but I am not sure if it is illegal or not. Just wanted your opinion, thanks

As long as your not in North Korea, you should be good

It might technically be illegal due to licensing issues or whatever, but I doubt they'd do anything about it and morally you're in the clear.
