I mean,
yes, it's probably still way too random and annoying for its own good, what with FBI agents you can't possible dodge and holes you really can't avoid falling into... but all things considered, it was incredibly creative and original for an Atari 2600 game.
Probably too creative and original for its own sake, in fact; I'm pretty sure what killed it was the fact that
reading the damn manual was not an option but a
requirement at a time when most games were as intuitive and easy to figure out as one went along as Megamania, Worm War I or Pitfall!.
