My vote goes to Fallout 3. Even without the glitches, I liked the wide and deep DC wasteland more than the Mojave which seemed more like a Hollywood backlot and the only random encounters were with beasts. In DC I would run into all sorts of weirdos. I did like the branching FNV story more though; unfortunately I didn't play through them all because the game is broken.
Well here's the thing: I enjoyed Fallout 3. I thought, yeah exploration and atmosphere wise it is better than New Vegas no doubt. Level design is much better than New Vegas, some of the areas in New Vegas are simply confusing and extremely annoying to navigate. But my problem is that, the writing is bad, the story itself is bad, and it just feels like the transferred over the factions from the original games without much justification (the Enclave was nearly destroyed by the end of 2, Super Mutants were nearly destroyed as well (I know Vault 87 is where they originated in the East but it still seemed like they were turned into generic orcs)) The game hits it's absolute low point when you get to Little Lamplight though.
I don't like how they turned everything from a relatively gray series and turned it into a black and white/good and evil morality system (I know New Vegas retained karma, but that took a backseat to reputation, and there wasn't anyone like Three Dog who magically knew if you were good or evil).
Writing wise, it sucked, but everything else was pretty good and I've spent alot of time playing it. I wish the main quest varied depending on your choices though, as it's going to be exactly the same whether you are good or evil or whatever choice you make.
