Yes, though around here it was released as Dark Cloud 2. From what I've read about it, they didn't do much to change the dungeons but improved the weapon breakage/repair system, refined the town rebuilding process and upped its difficulty, and added in an invention system. Also, you get a robot. Sounds pretty interesting.

The graphics were also completely changed to a cel-shaded style reminiscent of, say, Tales of Symphonia, and are said to be of very high quality.

...man, now I want to get the game.
