Actually Just Cause 2 is a poor choice because the PC version requires Steam. I don't think you can play Steam games for 3 months without going online, something he cannot do.

My suggestions

Heroes of Might and Magic 3
Settlers 2
UFO Enemy Unknown (get XcomUtil to fix difficulty bug)
Diablo 2
Morrowind

and if you like Bioware RPGs you might want to check out this bundle here:

Fallout New Vegas if you're into modern RPGs. It's the pinnacle of them in my opinion. I got 100 hours out of it on one playthrough and that was just completing quests, I rarely fucked around doing nothing.

If you like CRPGs, I have nothing but words of praise for the first two Fallout games. Planescape Torment is also pretty good.

Vampire the Masquerade: Bloodlines, though you need patches and updates for it to work.

Exile 3/4 as well...ancient though, but very good.

If you're especially in need of something for a flight and you've got a decent amount of extra cash on you, you could always shell out for a portable. Smaller, easier to play on a plane, and tons upon tons of single-player oriented games.

Just a suggestion.
may of caused a new confusion here the problem with consoles is i cannot transport them to and from the ship and back home again. I dont really need anything for the flight i need something for the three months on the ship where i cannot get new games/ use the internet/ go out for the night for a drink etc
A portable is not generally considered a console. A PSP or DS is what I was suggesting, though I can understand if those aren't allowed on the ship.
They are but there just something else to carry lose/break plus im not really a fan of portables i havent had one since my orginal GB, and the games all look abit simple

So im a merchent navy seaman and i reacently completed a 3 month contract at sea (fairly short)
and i brought RTW:BI, DA origins and Dwarf fortress on my laptop. How ever DA quickly became intensly hard work as id finished in so many times before

So i have some questions
1. X3 what exactly is it it looks abit like EVE singleplayer with abit of freelancer mixed in, a correct assumtion?
2. is the new Rome total realism mod good i used to use that mod and was wondering if i should download it again or is there better now
3. Any other sugestions for games? Note they have to be good on single player alone and absolutely cannot need internet to play. For the PC as well its abit hard to take a console and tv on a flight for several hours every few months

Thanks in advance
You know my advice for a game with the most replay value: is the make the game GOOD!!

that's all you really need, because if a game is long and boring with many different paths you won't REALLY want to replay it, you'll just feel an obligation to replay it. A really good game, I mean REALLY good game - even if short and repeatative - you will play over and over again.

I have played a few games like that:
-Left 4 Dead online
-COD online
-Tomb Raider (Speed-running for top scores and unlock new skins for Lara)
-Tomb Raider Classic (v. good on PSP)
-Hitman, especially Blood Money (I played that to perfection in time and stealthiest kills)
-Painkiller
-Doom 1-2-Final and custom WADS/Mods (Play with Zdoom emulator, so good)
-Bioshock 1 & 2 (I keep replaying these games with different weapons/plasmid balances)

How about Romance of the Three Kingdoms XI.

It can take an huge amount of time to smash your way through various Warlords and others you'll find yourself just flat out defending against waves after waves of units.

It has economy and troop management if you like that kind of thing and after winning you can always chose another part of China to start from (Starting near Lu Bu can be amusingly lethal).
