I was debating whether or not to cite Guitar Hero and Rock Band in this topic. Actually, specifically the first Rock Band and the first two Guitar Hero games. GH3 had all that Lou nonsense and World Tour was, erm, a world tour. But then... it could be said that all of them are telling the story of a world tour, to some extent.
Football Manager games... they really have no story at all - "here is a football team, manage it" is not a story, it's an instruction.
The first four Tony Hawk games had no story, just lists of objectives. Some argue that it all started to go wrong when they decided to introduce storylines. I'd be inclined to agree, although American Wasteland was pretty good.
Aside from that, my only suggestions would be games that have storylines so stupid or irrelevant that they're completely disregarded. Beautiful Katamari - who needs a storyline? Just roll around picking stuff up, enjoying the bright colours and comedy aesthetic.
