While I certainly loved playing those levels over and over back in the day, I never really considered them "snow levels". Yes, there is snow on the ground and even a little swirling around, but you could easily swap the snow for any other biome effect, and it wouldn't have changed the feel of those levels IMO. For a level to be considered a "snow level", I think the show should play an integral role to how you approach the level.

For example, I'm reminded of some of the "Gorilla Glacier" area from Donkey Kong Country on the SNES. Particularly I remember one of the levels where the more your progress, the harder it's snowing, so by the end of the level you can barely see anything as you're blasting yourself from cannons around blind cliffs. Just watching this video makes me nervous/nostaltic all over again...

That was always my favourite part of the level, and musically probably my favourite part of the whole game. And when I played through Halo Anniversary I was actually really keen for that one part.

OT: I'd have to go with Halo: CE's Assault on the Control Room/Two Betrayals levels, because I don't have too much experience with snow levels. But the design in those two - from the close-quarter halls to the varying heights of the massive canyons - was pretty awesome. And it looked very pretty

Well, there is Silent Hill Shattered Memories where pretty much the old flaming dark world is switched with a winter horror land, there's Cursed Mountain, the snow level in Modern Warfare 2, and a few Cabela hunting games that take place in winter or have winter levels

Less typical of snow-themed stages (and a little cheaty suggestion) but SWEET JESUS do I love the Tokyo Megaplex in the SSX series :-3

-Halo 1/Ann : assault on the control room
-CoD MW2 : The extra challenges in the snow: (Bomb planting map + map with dogs + racing ski's)
-Ghost Recon Future Soldier - Really well done especially the snow storm.
-Splinter Cell Double Agent starts off in the snow (with some badass takedown moves)
-Oblivion/Skyrim
-Most rainbow six games have snowy missions (My favourite being in rogue spear)
-Coolboarders - can't snowboard without snow :D
-Minecraft? :p

Did Red Dead redemption have a snowy section? I'm sure it did?

Guild Wars 2 has some gorgeous snow levels. Of course the whole game is gorgeous, but snow levels especially so. At least for me.

The first third or so of Mafia 2 is set during the Winter, it looks great. Favourite part of the game.

If you have a Sega Dreamcast, I recommend you get WARP's "D2"

Theres a short and optional snowy area in Dark Souls that is pretty good. One of the more unique areas of the game.
