I'm not really sure I would call Saints Row IV a GTA clone. Saints Row: The Third was already showing signs of moving away from "GTA clone" status. By the time super powers were thrown in, it was a completely different game.

Saints Row II on the other hand...That is a great GTA clone!
I can definitely see where you're coming from, but SRIV was the first/only SR I played and bought, and to me it still felt like it was living in GTA's shadow. A warped, twisted, better more fun shadow, but a shadow nonetheless. The way you interact with the urban environment, the presence of cars as weapons as much as transport, emphasis on style and presentation, etc.

Maybe it's more a matter of perception and sentiment. SRIV was just added to the BC list on XB1, and if I reinstall it and jump in, I'd still feel the kind of gameplay flow and loops that I did when first playing the 3D GTA's. And so calling it a 'GTA clone' isn't an insult at all, btw - it's more of a compliment, no matter how objectively/journalistically misleading it might be.

If I were to be an impartial reviewer like with my movie reviews, it wouldn't have gotten a 10/10 but for my own personal experience, I don't think a game hit me harder than Spec-Ops did.
For me, Spec Ops, The Walking Dead S1 and Red Dead Redemption are three that always come to mind in terms of how hard they 'hit', and how much they made me think long after the credits rolled.

I suppose my thoughts can be better summed up by saying Spec Ops is a very easy game to admire, given how well it sideswiped me and how damn brutal it was with its assault on pop-culture (which ran alongside its themes of player agency in gaming). But it's a tricky game to love, given how its gameplay is almost a secondary concern. A major part of the impact/mind-fuckery that Spec Ops pulled came courtesy of the loading screens, and 'damn! those loading screens were great!' isn't typically something I think of when I'm praising an interactive medium. ;-)

Deus Ex 1 - STILL stunningly absorbing, immersive, well balanced and a joy to play.

ME1 - Just nails the feeling of having space at your fingertips to explore.

Super Mario World - THE perfect balance of simplicity and depth. Every level throws soemthing new at you, it's so easy to pickup, so simple to partake in, yet SO much fun to master too.

X-Com (The original, original) - Tense, unpredictable, rewarding........quality.

The Witcher 2 - I've not played 3 enough yet to put it in, but TW2 is the most replayable game I've ever known.

Monkey Island Trilogy - Magic. Whilst the games themselves in terms of playability are only an 8/10, the overall experience has a certain magic about it that just can't be described.

Street Fighter 2 (pick your fave) - still as addictive as ever. If a game which has a formula that survives 20 years doesn't get 10/10, then nowt should.

Grand Theft Auto V - Let me give you a little background on me: I'm a very frugal gamer. Almost every game I own, I bought when it was on sale. And yet GTA V is a game I bought at full price...TWICE (for 360 and PC), and I still think I got my money's worth. That should tell you how much I love the game.

The Witcher 3 - One of the most detailed and fleshed-out worlds I've ever seen in a game. Oh, and Gwent.

Skyrim - One of the most immersive games I've ever played, and the endless possibilities of mods makes it even better.

Mass Effect 2. It's my favorite game, if I'm going to give 10 to anything, it has to start here, right? In fact, having played it so many times, I am acutely aware of several flaws that would normally bring a game down to a 9.5 or 9 for me, but they truly don't matter to me. The way I see it, it's as perfect a game as I have ever played.

BioShock is truly astounding. There really are no major issues I can think of, and maybe not even any minor ones. That game is just superlative across the board.

Dark Souls. Another game that is simply everything it wanted to be, and it wanted a hell of a lot. Aside from being nearly unique at the time, which is amazing in itself, it is just so well made in every way.

And, probably Pokemon Gold/Silver. The best possible update to the great but very unbalanced original games, Gold/Silver is the absolute sweet spot between boring sequel and radical departure. Everything it adds is welcome, and it's all well-implemented. Definitely the height of the series before it began to bloat beyond its own control.

Um...

Well, the only game I can consider to be 10 out of 10 that comes to mind is The Wind Waker, which stands as my favorite game of all time, and maybe Mass Effect, which gets the #2 spot. Even going on to the #3 spot (Golden Sun: The Broken Seal), it is by no means a 10/10 game.

Usually I rank media out of 5 anyway, but there's very little that's perfect in any media, and I won't pretend that there is. I won't even pretend that WW was that groundbreaking.

No game is flawless, but there are definitely games out there I'd still give a 10. Demon's Souls, Dark Souls and Bloodborne for starters, with Dark Souls on top, my favorite game last gen. A couple of others are the Portal games, Half-Life 2, Company of Heroes, Shadow of the Colossus and Journey, but I think that's about it off the top of my head.
Now here's hoping The Last Guardian and eventually Half-Life 3 will bump off their predecessors.

For me it would be obviously Persona 4, Vanilla Persona 4 before they added shit like the Accomplice Ending in and just fucked it up.
[sub][sub]Still salty[/sub][/sub]

It's just amazing. I could write essays about how good it is, it's a perfect sequel too since I went back and played Persona 3 FES and everything about the game screamed "Persona 4 gameplay beta" which is exactly what a sequel should do. Improve everything that worked and fix things that didn't (like stopping a certain party member from casting Marin Karin at the worst times)

Also G-Senjo no Maou for a twist that legit blew my mind. End of Chapter 1 guys. The hype.

Then there would be Umineko No Naku Koro Ni Chiru which as a mystery story is fucking fantastic. It breaks down what a mystery story even is at a base level by doing stuff like Bern scolding Battler early on about him fighting with Anti-Fantasy instead of Mystery, brings up old stuff like Knox and Van Dine as gospel and just has top notch characters and development.

I despise Erika with everything I have yet she is a brilliant character. I've not felt such hatred towards a character since Suzaku in Code Geass. I mean when a girl introduces herself proudly as "an intellectual rapist", you know she's gonna be a real piece of shit. And she delivers...

No game is without some kind of flaw or another therefore no games hit that mark. I distrust media outlets who hand these ratings out like candy as they are pissing in my ear and calling it rain.

If something comes up that I cannot find some kind of flaw with over time then I will amend this.

In no particular order:

Metal Gear Solid 3
Persona 4
Doom 2 (surprised OP didn't mention this one)
Tentatively XCom2, could still be hyped up on it
Witcher 3
Stanley Parable
...

Fuck it, I'll put Spec Ops on here. It has mechanical problems and other issues, but it is one game that I will always recommend everyone play if they have even a passing interest in narrative delivery through gameplay.

Edit: I also think the whole discussion on how nothing is truly a 10/10 to be pedantic and silly. A 10/10 is a superb product, outstanding and unrivaled in its field at the time of release, and then whether it's stood the test after that as time goes on. Otherwise, you just cut off the ceiling of your rating system in favor of another.

This is a fun topic because all games have issues, big or small, your own perfect or favorite games have to cuddle with your heart in ways that other people may not understand :) so here we go.

Tekken Tag Tournament 2 - I've been a long time fan of Tekken but never seriously tried to learn the theory behind fighting games until 6 with online competition, that game had many flaws, after a very long wait Tag 2 came along with an insane character roster, the most energetic soundtrack ever, amazing netcode, every game mode and then some, i compare all fighting games to Tag 2 now and everything comes up short.

Max Payne - I love all the Max Payne games but there's a feel and a focus to the original which grips me, all the sound effects are embedded in me, the enemy voice work, the music and the levels, how i didn't have a PC that could handle it originally, how i had to wait and tweak and be excited about patches, the Kung Fu mod... If i had a complaint it would be that the last levels are incredibly hard to a fault, but the quality of the game ensures that i see it through.

Half Life series - Lots of people have listed Half Life already so i don't need to explain myself on this one, great gameplay, great level design, humor, character and charm, Valve face an impossible task living up to their own legendary past.

Devil May Cry 4 - "But you have to play the same levels twice which is boring, and Nero keeps yelling for his girlfriend, and some of the platforming..." I hear you i hear you, but i just don't care :p, i'll play any DMC game if asked (yes even 2), but given the choice i'll always choose to play through 4 again, that game just feels awesome.

Perfect Dark - It's in the name, despite being a PC shooter fan i connected with Goldeneye immediately, when Perfect Dark came along and dropped a metric ton of content on top of the Goldeneye formula they created a masterpiece, Microsoft please release the updated 360 version on PC, you don't even need to bother adding mouse support.

God Hand - GOOOOOD HAAAAAAAND.

Metal Gear Solid 2 - I had a hard time choosing between 1 and 2, but similar to how Perfect Dark perfected the Goldeneye formula, MGS2 perfected what MGS1 was trying to achieve on an earlier system, the endless small touches and bats*** insane story are what make that game so dear to me.

Medal of Honor: Allied Assault might be on this list as it occupied a very important part of my life, and playing through it again last year was a blast, but i don't think i see it as equal to the other games on this list.

Doom is an 11/10, matey.

I think ratings are weird. Now I've explained before how I think "objective reviews" is a nonsensical idea, but I do think that ratings are mostly there to indicate to someone else the quality of a work, in this case a game. What do I mean by this? Well some of my favourite games of all time may be an 8 or a 9 out of 10 even if I personally enjoy them more than 10/10 games. For example, I believe that Half-Life 2 is a better game than System Shock 2, a greater achievement and something I think everyone should experience. However I much prefer System Shock 2 as a game because it scratches itches HL2 does not, even if I believe it is inferior as an overall package.

But even then I don't think there's many games I'd rate a 10/10. Half-Life 2 is the only one I can actually think of.

10/10 doesn't mean perfect to me, it just means that the things I like about it are so good, that they vastly overshadow anything negative. With that in mind, this is basically just me listing off my favourite games:

Mount and Blade Warband -There's really nothing else that compares. Start off as a nobody and eventually become king of the land. Leading troops into battle is a lot of fun, especially when you draw out the enemy with your infantry and vulnerable archers, only to smash into their side with a glorious cavalry charge. The base game probably isn't a 10/10, but the amount of modding support they've provided as turned it into my favourite game of all time. There are several overhaul mods that I would consider 10/10 and they wouldn't be possible without this game.

Bastion -My favourite soundtrack, a fantastic art style, simple yet fun combat, amazing narration, and one of the best stories in gaming. Out of all the games I'd give a 10/10 to, in my opinion, this is the closest to being flawless.

The Witcher 3 -The best open world ever. It puts the quests and world of Skyrim to shame. The side quests are all really well done. I actually cared about the people I was helping out. That almost never happens for me with other games, but it was the norm for the entirety of this game. The first expansion I feel deserves special mention as its story was even better than anything in the main game.

Skyrim -Yeah I know I just said that The Witcher 3 puts it to shame, but there's one thing Skyrim has over it, and that's an incredible modding community. I loved Skyrim without mods back when I played it on my 360, and even then, I probably would have considered it a 10/10. However, with mods, it allows the game to still stand up to my standards today. For roleplaying purposes, the only game that I'd consider to be better is Warband.

Borderlands 2 -A great story, extremely satisfying shooting, and some of the most fun enemies to point your gun at.

LoZ Wind Waker -The one qualm most people have with this game is the sailing. I actually loved that aspect. Just you and your boat on the open seas with an iconic soundtrack to back you up.

Assassin's Creed 2 -Better than the first in every way, and easily the best of the series. Ezio's story was surprisingly compelling and his transformation over the course of the game was one of the best character arcs in recent memory.

There's a bunch more, but I'm hungry so I'll just list 'em nice and quick:
Shining Force
Shining Force 2
Fallout 3
Dishonored
007 Nightfire
One Finger Death Punch
Civ 5
Guild Wars 2 (I could go into a huge rant about how the game is right now and how the recent expansion woefully under delivered, but the base game when I first played it really was a 10/10 for me)
Mass Effect 2
Portal
Oblivion

Hardly. Doom is just Contra in 3D. 3/10 at best.

I'm gonna throw some more votes on Demon's Souls and Dark Souls. Two expertly crafted worlds with hellish gameplay to go with the hellscape. Wish I still had my PS3 so I could play some Demon's, actually.

Viva Pinata, Banjo-Kazooie, CoD 3 (Yes, 3), Final Fantasy X and Spec Ops: The Line.

Not exactly perfect 10s but these are the games I'd go back to easily. Well, apart from Spec Ops. Honestly, Spec Ops: The Line is there as it has the dubious honour of being the best game I never want to play again.

Hmm...
There's a lot of games out there that I love, but certainly wouldn't give 10/10 to. The later Fallouts, the Metro Series, STALKER, Left 4 Dead 1, Age of Empires 2, Deus Ex... Halo 1 and Goldeneye. A lot of old nostalgic favorites too like Streets of Rage and Sonic 2.

Probably going to throw in another vote for Dark Souls though, because it is actually, just about perfect. Not too many elements that could be changed to result in better outcomes, so it'd round up to a 10/10.
Also, it's fallen out of favor, but if Portal can get a vote- Minecraft was a pretty revolutionary 10/10.

Hoo, let me think.

Metroid Prime - Funny this, the Metroid Prime series was on again, off again for me. I got stuck a lot, bought and sold the game quite often; I don't know what brought me back to stay, don't remember but I *did* finish the Trilogy and I'm very glad I did.

The Last Of Us - You know, Bioshock: Infinite was meant to be my Game Of The Year, I was really hyped for that, then The Last Of Us came along and scooted in on its throne. I still really like Bioshock: Infinite but man, I didn't expect The Last Of Us to be as good as it was. I saw all the perfect scores comin' out and I just thought "Well, that's Naughty Dog, I'll get it when I get it." Then I got got it and it completely blew me away.

Bioshock - I *love* Bioshock: Infinite no matter what anybody says. Pre-ordered the Ultimate Songbird Edition, zero regrets. But it's probably not going on this list and in some ways it doesn't beat the original for me. I love the original and Infinite almost in equal measure but when I really think about it, Infinite doesn't last with me as much as the original, still does just not as much. MAybe it's because it was the first time; I may never know for sure but when I think about if I had played them in reverse order, Infinite first, I still might prefer the original.

There aren't many, here's a few:

Contra - that game just has no flaws
Shadow of the Colossus - not for everybody but still amazing
Conker's Bad Fur Day - that game is a work of genius
Chrono Trigger - possibly the best jRPG ever made
