Fable 2.
You couldn't even die in it. What the hell?

Also: I agree with the OP. Fallout 3 was way too easy. Even if you raised the difficulty to Very Hard it was too easy, and then you leveled up too fast.
Atleast Fallout: New Vegas will have a hardcore mode.

The Zombie Island of Dr. Ned. Too freakin easy.
'Course, by the time I actually got around to buying it, I was level 48... Everybody (Everycorpse?) was 1-shotted by my Incendiary shotgun. And my proficiency in that was only 3. Because I'm Mordercai.
Too easy.

Fable 2 could've stood to be harder, and Fallout 3 only got harder with it's expansions, but that only made the challenge of the game un-balanced.

All of the Kirby games. I love them to death, I do, but they're so damn easy.

Kingdom hearts 2. Oh and the entire pokemon series. Although the games are hard it's that cheap hard where the AI get's first dibs on your bum and use the status effect spells with 100 percent accuracy while everything you do misses and does less damage.

I totally agree on Fallout 3, it needed to be harder. As someone who finished the first, on hardest, without dying, I felt like a challenge and was disappointed.

Thank god they're bringing back the hard (optional, of course) for NV.

Another game I recall is GTA4. That game is way too big on the hand-holding. It never lets you go without help.

Honourable mention, Prototype. I enjoyed it, but I never had any problems with it difficulty wise.
I agree F3 should be harder, and GTA you are way too resilient...
But Prototype; Think about it; Your a biologically engineered god among men, based on that its too hard.

Assassins Creed 2, it was just too easy later on when you could kill almost anyone with the gun.

Probably Bully, even though I had some diffictulty with a few parts of it the first time I played it. But after playing through it once, the game lacks any real challenge in both its boss fights and fight mechanics. I still love the game, but this is my major complaint that holds it from being perfect in my view.

for me it would have to be DYNASTY WARRIORS. hacking through waves of morons is fun and makes you feel like a total badass when you hit the 300 combo mark......but it lacks..well..skill. make it harder somehow without it losing said badassery then i'll play again

Eternal Darkness. Some of the enemies, while terryfiying, were piss easy once you got A Double Edged sword/Shotgun/Enchanted Rifle.

Halo 3.
It was incredibly easy on almost all difficulties except for that fucking bastard Cortana level which was just incredibly fucking annoying.

Borderlands.
The final fight is a prime example of how easy the game was, I didn't feel any challenge and just sat behind a rock blasting away, lack of ammo was a larger threat.

Twilight Princess(legend of zelda). Pretty much that. I wish the bosses did more damage and took a hell of a lot more to kill.
