Yeah, that is kind of annoying. I decided to skip Combustible but I did already get Snowblind, so now I paid for it twice. But I guess such things are sometimes unavoidable.

Yes, they still do that. It's to stop people from ragequitting and hanging their team out to dry whenever they get twopieced or lose a chainsaw duel, or when it simply looks like their team might lose the match. Personally I think it's a good measure, quitters is one of the things that annoy me the most in Gears of War 2, although it's a lot less bad since title update 3, now a bot joins in the place of any player that runs away. No more five on two matches! (although a bot is still easier to kill than (most) human players.)
