From Dust looks pretty good, I haven't played it yet though, so I can't say for sure (it isn't out on PC yet).

Dungeon Keeper 2 is excellent, if you can get it running.

Dwarf Fortress is something you should look into. Not strictly a god-game in the same sense as Populous or Black & White, but the basic mechanics of controlling civilizations against the odds in a Sims meets Dungeon Keeper sort of way is brilliant.

Weeeeeeeeee bit of a tricky game to get into however, though on the plus side it's free!
Yeah, most people follow the pattern of:

1. "Hey, this looks cool! Might try it!"
2. Quit after 5 minutes because of the awful interface.
3. 2 weeks later try again.
4. Quit half an hour later because they had no idea what they were doing.
5. Try again next month and actually stick with it.

Sims is always an obvious choice.

The Movies, if you can find it, is also pretty fun. While not a full on God game, the idea of playing a "Directoral overlord" is pretty fun.

Then of course you have things like Spore, Black & White, Civilizations and so forth.
I love The Movies. Best part about that game is adding in ridiculous subtitles to scenes. I used to have Zoo Tycoon and it was pretty awesome "accidentally" leaving the fences unfinished and releasing lions on all the people.

As far as more recent games go, Spore is good but it gets pretty boring after you've gone through all of the stages. The Sims is always a classic.

The Populous series has been one of my favorite for a while. You might be able to pick up the second one somewhere and run it on a DOS emulator or something. I like the third one best but it's a bit different
In 2 you have a huge array of powers at your disposal (Though in the campaign you rarely have all the abilities at once) and you can shape the world around your people.

Age of Mythology is a nice game too, though the godly powers in it are pretty limited

I'd heartily recommend Populous: The Beginning for PS1 and PC (I think)-great game, fun and challenging and possessing the most hilarious fight animations in gaming history!

From Dust, although not really a god game. Don't get me wrong you do play a powerful being just you are always at the whims of nature, nature is stronger than you and all you can do is nudge. It's not bad and is utterly gorgeous.
