Playing as a civilian in a hostile situation and trying to get out alive. Just imagine being in an urban environment, military against terrorists, with you stuck in the middle amidst a swath of other civilians, trying to get to somewhere safe. It'd be intense.
This. Apart from a self-created World in Conflict game mode, I've never played anything like this. That wasn't even a mod - I just set the camera speed all the way down, zoomed in to ground level, and walked around trying not to get too close to gunfire or explosions. It was still great fun.

Also, an FPS with good exploration of the villain's reasons is good, though it's becoming (thankfully) more common. Like Portal, but with a well-written human villain with logical reasons for being evil. It's good when a villain has reasons beyond "shits and giggles" - a common reason is trying to maintain power, like President Eden (Fallout 3) or Bae Jung-Tae (Heatseeker).

It should be a FPS which transforms into another game with a press of a button, since we get way to much FPS's nowadays. XD

Of course, the key element in it would be its atmosphere. Someone should take this idea to Bethesda or somewhere. If it isn't open world, Bethesda can't make it buggy, and they always nail the atmosphere, there wouldn't be any combat to speak of for them to stuff up.

Nonetheless, I'd love to see more unique FPS experiences. Hell, they don't even need to have the shooter part in them.

Nice, I likey, though it would bee extremley difficult if the military aren't freindly NPC's.

Army of Two style?

An EXTREME stealth game, in which you have to quickly and quitely get rid of patrolling guards in order to remain undetected.

Trouble is, there are tens of guards on the screen at a time, and an alarm means instant mission failure.

I think if done correctly, it could have the potential to be fast-paced, suspenseful, irritating and hilarious at the same time.
This could go well with the civvy thing that Mr Mike talked about.
