Yeah but... if its not taking place exclusively at Arkham than why would it be called Arkham 2? Arkham without Arkham?
So people buy the game. People will look at it and go "ARKHAM ASYLUM WAS THE SHIT, MOM CAN I?" and then people will then realize it was in Gotham and not care because the game is too awesome to whine about something so asinine.

Spiderman 2, go play it only imagine it's batman, it's always night, the webbing is actually grappling hook guns, and you don't care about that little girl's lost balloon.
But...then who will save the balloons?

I think this is why inFamous got so much praise for being a good superhero open world experience. They got to built the city and the hero to work together, making sure it all works as a game. With Batman, you already have the city and the hero. Getting around like Batman includes grappling, gliding, driving, flying ships and being Bruce Wayne. Making all that work in one game sounds ridiculously difficult. That's why Arkham Asylum put the focus on certain aspects of Batman, which is why it worked so well.

I don't think everything needs to be a sandbox game, but that's just me.

I agree with you, but with good innovations it is possible to create an enjoyable sandbox. Batman just wouldnt fit into sandbox-game. In Sandbox-games like GTA, Prototype or Saints Row the fun thing is to go nuts and kill bunch of stupid-ass NPC. Couldnt do that in Batman game.

Well, it may be cool to have GTA with Batman, but remember, the first thing people are going to do is kill as many civilians as they possibly can. How would that fit in with Batman's "only beat up the bad guys" mentality?

How is it that we are so far along with these next gen consoles and none of the major developers have gotten to work on a GTA style Batman game? Don't get me wrong, I loved Arkham Asylum, but now that I've beaten it twice I am aching for something more... How ultimate would it be to have all of Gotham to explore, and an entire rogues gallery of villains to thwart. Think of it; you're Bruce Wayne taking care of some business at the office, maybe having a conversation with Lucius Fox about new Bat technology being developed, then you look out the window to see the Bat signal beaming in the distance. You consult your all purpose communication device and call for the Batmobile which is waiting for you at a predetermined location, put on the outfit and off you go to meet Gordon atop city hall to get details on the Jokers latest plot.

It may take a lot of doing to make this kind of game work, but it CAN be done. The fun factor and replay value would be through the roof. This is my call to all you bad ass developers out there... get the rights, and make what I will consider to be the GREATEST GAME EVER!!!

Now who's with me?
I actually have plans for a game pretty much like that, only with original characters and a more satirical tone. If I somehow put together a team to make it, your dream can be partly fulfilled about ten years or so from now. Keep your eyes peeled!

Well, seriously now, I do have a story all written for that game along with some game mechanics planned out. The problem is I don't know how to do anything else besides writing. But who knows, someday...

If you havent heard of it yet there will be a game called DC Online which will (i think)let you be a super hero or villain in gotham and other city's. Thus you could kill people and wreck cars, just you wont be shooting or driving them. check it out in Edge magazine.
