Jack of Blades was quite a good villain, at least he was the only fully realized antagonist in a Fable game, he kicks the shit out of Lucien let me tell you.

Also must mention most of the villains from Otogi: Myth of Demons. Each one talks about great philiosophical beliefs and ideas and each one looks beautiful from an artistic standpoint. Giant floating centepedes, insane monks, demons with long red hair.... amazing stuff.

He also turns into a Badass, and all of Albion loves him. How can you not like a guy with a demonically possessed mask?

Faulkner from Vanguard Bandits, he had a great and somewhat charismatic revenge plot like Logain from dragon age

The two spoiler-related bosses at the end of No More Heroes. That game was over the top and the endings equally so.

Also Hojo from Final Fantasy VII. Sephy gets all the spotlight for being all badass and going insane, but none of the major bad things that happened would have without that meddling doctor...

Also the final boss in Kirby 64, and Andros for starfox 64, I mean man, you had a real sense of accomplishment after those guys. (yeah I can defeat em easily nowadays, but as a young child, it was a mega-ultra-awsome accomplishment that took me approximately 20 tries REPLAYING all the levels, to pull off.)

From Skies of Arcadia :D He's a great villain. You don't even know how important he is until he freezes time and chops you to tiny bits. ..Among other things.

He's my favorite :D
The Great Pansy? Nah. Galcian was better.

Dagoth Ur from Morrowind.

Possibly one of the most disturbed villains I've ever seen. Not "fucked in the head" disturbed, like the Joker, but "mad with power" disturbed. Amalexia from the same game was pretty close to his level, too.

He
Lied to/tricked the entire world repeatedly, invented necromancy, turned himself into a horrific skeletal snake monster, enslaved an entire tribe of dwarves, assassinated countless people looking into the whole thing, has tried to kill you any number of times, and his plan is essentially omnicide followed by suicide.

And yet, he has a point. So much so that it's quite possible to agree with him, and the game even says he may well be right. And even if you disagree? Hard not to feel sorry for him.

Takes a lot of skill to make an omnicidal scheming necromancer seem like that.

King Logan was pretty cool from Fable III. He wasn't even a villain really, but he had awesome voice acting and dialog.
