They DO sell it in most game stores in the UK. The GAME near me isn't the biggest I've ever seen but I always see lots of copies of it. So what if you have the entire contents of the Orange Box sans TF2? Orange Box is cheap as chips; it's barely any more expensive than stand-alone TF2.

I think the main feedback from this thread is: ACTUALLY FUCKING LOOK for it in shops. Don't just say it isn't there.

Does Steam accept PayPal? If so send cash to PayPal and pay that way.

Otherwise you might want to talk to your bank to see if they provide pre-paid credit cards to under-18s. Most don't but you might get lucky and find one.

I asked my mum if she could let me use her card to buy it(because its at a low price right now) and she said 'maybe'. She implied that she doesnt trust steam even though I showed her a LOT of security policies that they have but still, no.

If anyone can help me out, please find some facts/statistics from major companies to help me persuade her.
