Of course they're going to make a sodding Halo 4. It's too profitable afranchise not to. 3 Even finishes with a hook for Halo 4. However, it has not been announced yet.

I thought that they had said there would be more games in the Halo franchise, just not including Master Chief as a playable character... read that somewhere i do believe, although feel free to correct me if im wrong.

Bungie and MS both said they weren't, and Bungie's rabid fans will come after MS if they go straight ahead and announce one, thus sabotaging any release along those lines. However, the end of Halo 3 will likely be used for at least one additional spinoff, if not a whole spinoff series. Halo 4 titled as such? No, at least not for a while.
In addition, it gives them an excuse to retool the combat significantly enough that they aren't held back like they were with Halo 3.

odst is a completely other game so i would consider it halo 4 as you would say those blasphomis FPS's
Maybe not a Halo 4 as such, but there'll eventually be more Halo games than you can count on your fingers.
