I'm going to go with Medal of Honour (the new one).
The online in that is fierce.

Also any RTS.

Warcraft 3
Seriously, I'm shit at RTS's, but honestly, WC3 is difficult (even for a PC game)

Starcraft 2. I used to hold my own fairly well in the Gold League. Then I got promoted to Platinum, where I got curb-stomped by Diamond Leaguers for pretty much every match. I'd most likely have been demoted by now if I had played more matches.

My last match ended with the decisive battle being between my Hydralisks and Infestors against a Protoss army of Stalkers and Colossi. I have yet to find an effective way of dealing with Stalkers/Colossi, and because of that, I want to get some more practice before playing ranked 1v1 matches again.

either bioshock 2 or uncharted 2. both had poorly made multiplayer, and made it very hard to win with less than ten hours of game time wasted on leveling up. in bioshock 2 you don't get any good guns or plasmids till really late on
I actually thought the multiplayer in Bioshock 2 was pretty good and the most underrated part of the game (I especially like the apartment thing).

But yeah, the multiplayer is tough, especially if the other team gets the Big Daddy suit every time. That thing is a game changer in the right hands,

Any multiplayer game is only as hard/easy as the team you're playing against.

EDIT: Ok I agree, not always - some have far greater learning curves.
I'll just second this, TF2 can be a walk in the part to hair pullingly frustrating depending entirely on who I'm playing with and against. And the same goes for most every other game that has had versus multiplayer that I've played.

Monster Madness for the 360, which was actually a huge let down. The game was pretty funny, the premise was nice. I was really looking forward to playing it with friends and having fun with it.

But once we got to when aliens were invading the school, even on the easy difficulty we couldn't last long enough to get to the first checkpoint. That game just becomes such a cluster****

Hahaha NO. That game is easy as hell online. The only thing that gave me a problem was the horrible lag.

Black Ops, mostly because there's always that one guy across the map who manages to kill you with a machine gun, despite the fact it seems like you're hidden and he can't see you... Even if you watch the killcam and can't see yourself, he somehow managed to find you and shoot you... And that is why I don't play Call of Duty.
Black Ops is just as easy, if not easier. Same thing, if you're out of sight from an enemy and he kills you, lets say around a corner, he didn't curve the bullet or anything, the game just lagged.

OT, I honestly can't think of one that I found difficult, but most of my friends can't stand Gears because they think they online is too hard. I guess it might have somewhat of a learning curve, but I don't know.

Toy soldiers due to 2 reasons.

1-The tanks have perfect accuracy from a mile away.

2-The airplanes allow you to just fly into your enemies toybox barely giving the enemy enough time to react

God that game needs to be balanced.

I would say red faction guerrilla because of the amount of good player on there who are good at aerial attacks. They use the jet pack and then use the grinder or rocket launcher to land easy air strike kills that are very hard to counteract or dodge

certain communities tend to be less new player-friendly, or contain a higher amount of dedicated players when compared to others- for example, COD BLOPS is basically filled with a variety of players, meaning in most games you have a decent chance to get a game filled with people who aren't too ridiculously bad or good.. certain games have a community with a history, or only consist of stupidly dedicated players
That's all true I agree, although Blops is pretty damn hard when you're fighting host advantage on your crappy Irish interent... :D

Marvel vs Capcom 3, only because the learning curve is ridiculously steep. It makes SF4 online look like a walk in the park.

Hell yeah - I killed get by the panic knife more times than any other weapon - corners are not your friend when you a) play on tactical, b) are lagging

If I could change just one thing in COD it would be to make the knife a 2-hit kill

for sure.. or at least a stagger or something when you shoot them... i mean let's be honest you're not going to be chasing someone down with a knife after they've put a couple bullets in your chest
