I've said it before and I'll say it again, I think the big problem is with the PUBLISHERS as they are the ones that hand out things like budgets and deadlines; you know usual things that kill creativity and passion and whatnot.

This. Money has driven all the creativity and innovation out of games. Granted, it isn't the developers so much as the publishers, but both are responsible regardless.
