Yeah, my vote goes for old fashioned clothes, torn to make them more revealing.

Oh, and remember to give her a dynamic pose, you wouldn't want your character to look stiff and lifeless, now would you? /joke-that-was-funny-to-me

yeah draw a normal female first then erase certain spots where you want to change her appearance to make her look like an undead zombie

Speaking as advice toward drawing in general, reference everything. Pick a pose you like, on a model you like, and sketch that. Then pick what parts you want to be decaying, which you don't, figure out how that changes from your model. Once you've got that down, find references for all the changes, as close to your base model as possible, then tweak. Keep referencing. Hair, eyes, skeletal structure, everything. Once you've done that, seek out texture and color references. When you're done with everything, keep referencing.

And then reference a bit more, to make sure you've got it.

Then, once all that's done, put your own style and ideas to it. Reference these too, just to have a good basis in reality. After all that's done, you should have a very pretty, very well-finished piece on your hands.

Then look up more references, just to be on the safe side.

And that genuinely sounds like, if you balance the sexy and the dead anyway, it could be appealing.

Green eyes grey skin, thin face, don't add rot, that isn't sexy, but cuts, thin ones, as well as very fine facial features, she must looked slightly starved with thin hair, almost wispy, dead but not rotten is the way to go.

Sorry, I'm no master of fashion, and for me a hot girl is attractive no matter what she's wearing. Maybe my imagination is just too good...

Crap, why do I suddenly recall... thinking many hours about this, Hmm, lost my train of thought.

Give her olive green-grey or dead-pale skin, rolled-back eyes, & the only damage to her face should be one or 2 tasteful cuts. Make her clothes tatter in the right places. Also, make her a redhead.

Option 2: Lady Deadpool clone.

Option 3: Thriller Micheal Jackson with tits.

Ripped clothes, like she's been buried in a hole for 5 years. A tank top with one of the straps ripped (a bit of side boob for you), very very long matted, tangled hair - bits of leaves, twigs, blood all in there. Long fingernails (red), denim shorts or folded down dungarees, stained, ripped and bloody. No shoes, or like, a pair of tattered knee-high army boots.

Or a nurse.
