I loooveed Civilization (1 that is when i was a kid) and anything my maxis, well pre-sims.
although i was a strange child it al depennds on your kids attention span and intrests.

Bastion. Bright colours, an easy mode and awesome story. Really, no other game will compare.

As for Portal, I think it may be a tad to hard for a 10 year old?

I'd recommend things like Tetris or Bust a Move, things like that. The Sims series is pretty good, too.

Sonic Generations is a great option.
The game looks amazing on PC, it's got simple controls, story doesn't matter, E for everyone.

Any of the lego games, they're fun to play and since nothing is being spoken you don't need to understand English. They're also kidfriendly, there are plenty to choose from and are on PC.

Well Rayman Origins seems like a good place to start. Maybe a Tomb Raider game if you think he'd be patient with the puzzles or Armed And Danderous (only a 12+, I think) if you think he's mature enough. Hell, Civilization if you think he could manage it...

Tried Minecraft? I suppose you can't really lend it to him, but see if his parents would buy it for him. And if he cares about graphics just set him up with some higher res texture packs. Or hit him around the face and say GRAPHICS DON'T MATTER!.. Ahem.
