Having Boone with you can also cause this.
this may have been why as i was walking to the docks and he may have shot a scout
When you get close to the encampment with the dock Boone tells you that if he sees anything wearing red he's going to shoot it. That's the only warning you get and if you go closer he'll keep his word and start shooting legionnaires, there's no way of stopping him from doing it. If you don't want a fight, you either have to give the town wide bearth or send him back to whatever return point the game has currently set for him.

On the other hand, if he's got a good rifle and you can help stop them from mobbing him, he'll wipe them all out and you can loot the place distraction free.

the base mod itself doesn't but there is an addon feature that allows you to be one shotted if your not wearing armour or headgear by the same modder if your worried about fairness.
Pretty telling that it was only thought of later. Something tells me most people don't bother with the addon, or if they do they put on a hat and make it pointless. Guess I'll just keep playing the game the way it was meant to be played instead of resorting to cheating. Thanks for the info.

Like I said initially it only kills human characters in one hit if they aren't wearing any protective headgear or body armor (strangely enough), against well armored opponents or creatures like deathclaws and mirelurks(or whatever they're called in the game) it's going to take a lot more bullets to the head to take them down unless you get a luck sneak crit.

And for advanced enemy AI while I haven't tried them out yet there's: Reactive People - Tactical Approach and Special Intervention, and Enemy AI - Tactics - NPC Healing available on the new vegas nexus.

Console command and turn on God mode... I believe the code is "tgm" (for toggle god mode). That is most certainly the easiest solution.

Get plenty of stimpacks, a grenade machine-gun and a crap load of 25mm grenades (preferably High Explosive, bringing a couple of companions also help. Then just methodically move through the Fort, blowing every living thing to hell. That's how I wiped out the Fort both times I decided to.
