get a wii or wiiU and something in the new super mario or kirby series they both are fairly simple to learn and you can play with her (the mario ones have a added bonus in a bubble feature where if a level section is too hard she can go in a bubble and let you do the work)

the new IP splatoon is a FPS so you could try that too...

if you dont want to go nintendo then I agree with the minecraft/portal route... perhaps go with minecraft for movement basics ease into portal and then L4D?

Does it have to be a shooter? Just have her play Skyrim on easy. That should get her immersed into gaming. If you ABSOLUTELY want a shooter play a couple of rounds of left 4 dead. Nothig helps you learn quicker than zombies running after you.

Also don't make her play portal unless shes interested in puzzles. If she wants any kind of action/story portal will bore her to tears
The problem I see there is getting used to the interface. There are worse ones out there, but without proper quest management, she'll have no idea where to go, and without the ability to navigate the Skyrim interface, she'll be unable to manage her quests. Maybe I'm just underestimating newbies.

If she's interested in mass effect then let her play mass effect!

Damn all this you have to play XYZ to do ZYX just so you can learn something before you can play that what interests you is utter bullocks. No easier way to turn someone away from gaming than claiming they have to play something else first.

If she truly wants to play mass effect she should just play it. If it's possibly too hard on easy well get it on PC the system requirements are age old anyway. Then grab a few cheats and unlock all the bonus damage achievements turn it on easy and if necessary give her lvl 25 equipment from the start. By the time she hits 25 she'll either play on her own or need a better cheat mode. simple as that.

And yes you can have a controller on PC believe there was even a way to unlock the console prompts in ME. Heck you could even rig a PC to a TV just to get it to look and feel the same, but with added bonus easy mods.

I don't you think you give people enough credit. Sure it will take some getting use to , but if she truely wants to learn, she will. Skyrim is far from rocket science, and no need to even finish the story! The world is expansive and dynamic enough to be interesting even if they get lost. Just put the game on easy and let loose. Even if she isn't "good" there are few consequences for dying. It'll give her the chance to get comfortable with the controlls.

Not sure it's on PS3 but "unfinished swan" would be a good starter, basically everything (bar a few things) is white ... to see you have to shoot black paint balls to colour in walls and such. There are 0 enemies in the small section I played, so it will be a good way to at least get used to holding a pad and movement, the only buttons are move, look, shoot and jump.

After that move on to more challenging things, like portal ... which needs some reflexes to play.

Could always go for a 2D platformer as well, just start with basic games to get used to holding a pad

She a noob with gaming but she (hopefully) not a child. You can make some suggestions and show her games but let her play what she wants (unless it particularly difficult game even for long time gamers on easy, although even then just warn them) and answer questions if she asks them. There is nothing more annoying than trying to get into a new hobby while someone "experienced" watches and tries to dictate what you do or keeps giving you advice you didn't ask for. If you try to force someone to play games they aren't interpreted before they graduate to ones they actually want to play you will just put them off.
I can't imagine it would have gone to well if when I borrowed my older siblings Baldurs Gate they had said "No! you have to go play some Kirby first".

push her into the proverbial deep end of the gaming pool without her arm floaties and make her do a blind playthrough of Bloodborne. Actual blindfold is optional.

but as for a FPS that is easy, Portal is 'easy', though I suggest one of the Unreal Tournament games, they can start off easy and rack up the difficulty after a while.

Actually, Quake 3 Arena. same reasons as UT with the added bonus of being so old that a smart phone could run it at 120 fps
