You might need to take this one on the chin, you bought a pie in the sky product that turned out bad.
Ideally the refund policy would cover this situation but it doesn't, so you bought a bad product through a store who gives no shits... screwed yourself twice there. It isn't fair but that is business, when you open your wallet it is on you to double check what it is that you get in return, because the other guy sure as fuck won't be looking out for your interests.

It is extremely unlikely that you get your money back. The reason valve has the 2 week deadline is because after that it is likely the money has already been sent to the developer, and by now the money is certainly out of Valves hands. If Valve were to refund they would either have to demand the money back from 22Cans, which 22Cans will never give as they are not required to do, or eat the refund cost themselves, which is just not going to happen.

I know it sucks, but when you buy a product on a promise you should be aware that disappointment is a strong possibility. Do more (or any) research next time on the person making the promise. Learn to be an aware consumer. Honestly, I actually don't think you should get a refund, at least not one from Valve. Maybe from 22Cans, but not from Valve. You got plenty of warning and still chose to back a shady developer. Valve should not have to pay for your foolishness.

See, I am not in two minds about this, because everyone who chose to buy Godus did so in the face of tons of warnings that they might be and probably were throwing their money into a pit, never to see it again. Valve needed a refund policy to help give a safety net for some consumer protection, but it is not and should not be Valves job to make up for people completely unwilling to be aware consumers, and that is what we are talking about here.

Something like Assassin Creed unity turning out to be a buggy mess? That is what we need the refunds for. It should not be for people who choose to back a man known for failing to deliver in the face of multiple warnings (unless they realize the mistake while the money is still in Valves hands and the refund is basically free for Valve.)

Consumer protection should not be a replacement for consumer awareness.
