What game should i get for my birthday.
I enjoy wrpgs, open world games and 3rd person shooters but here is a list of my favorite games to give you an idea.

Fable 1 & 2
Morrowind & Oblivion
Borderlands
Red Dead Redemption
Mass effect 1 & 2
Kotor 1 & 2
Assassin's Creed 1 2 & BH
Uncharted 1 & 2
Fallout 3 & NV
Demon's Souls

I own a PS3 and 360 and i don't own a decent pc for gaming.

Dont know your console but if its PS3 absolutely go for demon souls. Cannot stress this enough.

If youve got a decent (not high end) PC, the witcher is pretty good in its own right.

Not sure how "Open World" people would call this game but I absolutely love Torchlight off of Steam. It's a ridiculous Diablo Clone, but it's a damn good clone.

I have to recommend Red Dead Redemption, preferably on the 360, if just to avoid those odd graphical issues I'm hearing about.

Hm...read your thing wrong. Dragon Age Origins seems to fit with what you like. Be prepared from some bad graphics on the consoles though.

I haven't played it but inFamous seems open worldy.

Otherwise I'll just echo the Dragon Age people.
Yea Infamous is a fun game. But the world is pretty boring out of the context of the main storyline.

I'd suggest Fable 3 since you already like the two prior entries in the series. I think it's the best one out of all three of them.
