If he were fully sorry for his actions then he would accept the consequences. Now what would happen in this situation is the Hague would try his for war crimes, and he would be imprisoned for life or sentenced to death. What I would do however, would be something along the lines of reconciliation, working in aid agencies and charities for war-torn countries, on pay that equates to his food, clothes and accomodation (all very basic)

We clone him and kill him once for every single death he caused. However, we find a way to copy his entire memory system intact so he experiences each death. Each death must be a unique experience though.
Seriously, nothing can make up for the processes he started. I would say there isn't any punishment severe enough to make justice. Though he wasn't all bad, being a racist and going to war made people draw the conclusion: Hitler = evil Hitler = Racist Racists = evil. Before that racism was the norm, so I guess he did contribute by being the dick in history.
Just because he improved the economy doesn't make him a hero. He did so by encouraging military industry- the war was always a part of his plans.
