playing empire total war on my laptop, RAM is, well meh its ok i guess, video card is sort of up to it,

but looking on "my computer" the C drive is almost completely full. (although it says 5.51 Gb of 116 Gb, does that mean there is 5.51 Gb left?).

Im guessing this is hurting the performance?

I'm confused.

Are you worried about the performance of the game on your PC or your PC with the game installed on it?

If its the first... i would suggest turning off any unnecessary applications.

If its the latter... no it is not hurting your performance. Space on your HD is just that, space. If you defragment your HD there should be no issues. The game wont slow your computer down if it is not running.

The most likely thing to slow your comp down is background programs that are running. Or malware. If you want to turn off some of your startup programs which are usually the culprits go to run and:

type msconfig then press enter

go to the startup tab

unclick anything you dont need starting up when your PC starts up.

reboot

Say what now?! You really need an ammount of free space for the swapping of files that is going on on the background of your computer when you run an application. I don't know this one for sure but probably some use more then others. When I had about 600 mb over on my old computer, it was slow as hell.
About 2 gig free space should be enough. What Konrad Curze said: It could be that you need to defrag it.

I posted with the thought in mind that OP had 5 gigs left. Also, in most cases nobody would have below 2 gigs without deleting unnecessary items taking space or purchasing an external HD. You are right in the situation you mentioned though.

Sorry, but that is incorrect. A full or nearly full hard drive can slow things down, swap files, virtual memory among other things. The amount of RAM of course is a factor, if you don't have enough RAM, the program will use the hard drive, which is much slower then RAM.

Of course a full hard drive will also effect the operating system.

In response to the OP, does it say 5.51 GB free of the 116GB? If you only have 5GB left on your HD, I suggest you try to keep around 10% of the HD free.
