To get any article published (paid or not) you have to pitch an editor the specific ideas of the article, along with references to your other work or clips of anything you've written (to prove that you can write).
Then, if they like the idea, you'll have a deadline to submit your article. Once submitted, editors have the right to change your article and post the modified version.
I'm sorry to say that I can't name a website that has easier publishing/editing rules- but they exist in a plethora! You won't be seeing payment, but it's a good way to build up rep.
Edit: Oh, and be careful when sending attachments. A lot of editors automatically filter spam emails with attachments from unknown addresses.
