I really don't want to sound like a dick, but honestly, it seems like FPS just isn't the right genre of game for you. Everybody has genres that they aren't rly good at. I am pretty decent at FPS and RPGs, but completely suck when it comes to fighting games (except Smash Bros.)

TLR find a different game.

It took me about three quarters of a year to get half-decent at MW2. I'm amazed i lasted that long, so much rage and all that.

But i just learned not to get pissed i suppose, and just became good at it somehow, however i still have those days when i do absolute shit. Still, its fun playing with friends.

I guess you just gotta have patience and dont run into the open a lot. I dont even own black ops, but i imagine the same rules apply. I cant wait to get Black Ops for xmas

Like a lot have said use the AK 74u and the gallil(sp?) and you can't fail. The M16 and famas are also very noob friendly. I refuse to use any of them and instead run around with a shotty or snipe.

That said, use the stakeout for about 500kills and switch to any assault rifle and you'll be a Black Ops god.

There are two parts to how you play an online match.

First: Its the weaponary and perks that you set up - choose something comfortable, it may take some time. I have chosen M16 for medium to long range and the Famas with extended clip for short to medium range.

Second: Whilst playing a match, make sure you check every corner and look behind you when possible when on the move. Otherwise find a base, gain a few kills and move on to another area. Keep your back against walls; stick to corners (but not to close otherwise people might see a foot through the wall, damn glitches) and expect an enemy to be around every turn.

To be honest though, this is all well and good but if you dont know the map well then your not going to do particularly amazing. Just spend time exploring the maps online, finding the little places you like to go.

Some of the most fun games i've had are when i've failed miserably! Don't get stressed over a game otherwise you will continue doing badly, you might aswell give it a rest for a while.

It sounds all formal and boring the way i've wrote it but these are my tips anywhoo! Have fun!

Torture yourself and master Counter-strike, if you can master that, Black Ops isn't even a challenge.

In all seriousness, find a loadout that suits you, AK-74u is really powerful right now, but I've seen some people ACTUALLY suck with it but destroy with other guns. Check corners in game and remember the maps. Listen to footsteps (when possible) and play smart, don't run and gun everywhere like an idiot but don't camp a corner the entire match. Other than that, just practice. CoD games aren't that hard to get better at.

It isn't about getting better, it is about finding the right things to suit your play style.
You need to find the right gun and attachment for it, mainly.

I mainly stick to my trusty AK-47 Surpressed and AUG ACOG with Ghost, Sleight of Hand and Marathon and stick to the edges of the map.
I hardly run into the centre of the map because that is instadeath territory, and also, always check your corners. And use killstreaks like the Spy Plane and the SR-71 Blackbird as much as you can at the right times.

Though much has been said, these are things I've had working for me.

First: up your sensitivity to 7, you WILL get used to it and it invaluable for keeping up with your enemies for those quick-aiming moments.

Playing like your hair is on fire with an SMG like the AK74u with rapid fire may get you points, but is in my opinion no fun as a policy, just for lol's every now and then.

So, playing like the slow-mo that I am, some class ideas:

A Galil with an extended mag, flak jacket, slight of hand and second chance makes you a walking turret, I love it for the medium sized maps - A call it my if you're reloading, you're doing it wrong class.

The Famas is an excellent longer-ranged assult rifle since it has very little recoil. Couple it with a reflex sight and bring the precision pain.

I'm not a big fan but if you need to kill your enemies a bit quicker and quieter, I recommend the Aug with a silencer. It can be a bit jumpy but at close to medium range, say in a building or round a corner, if you have Slight of hand pro you get faster Aiming down the sights, can really help you kill them ASAP.

General tips:

Sprint from cover to cover, out in the open = dead
As you play more you will know the sorts of places people come from, keep an eye on those - most people don't bother to be clever.
Play Domination - ALOT. Since the flags are static, the patterns people move in are very predictable. Skipping across a flag to alert the enemy to your presence means the drones will come running - hide in wait and kill them off - then take the flag.

Biggest tip I can give to new players is PAY ATTENTION TO YOUR SURROUNDINGS. Seriously, in a game where you can kill people in 3-4 shots, it is NOT how fast your reflexes are, it is how often YOU can get the drop on the enemy instead of THEM getting the drop on you. Your radar is a more important tool than any gun in the game. Sound is also a big issue, 80% of the people are running around without ninja on: easy pickings if you are on top of your game. Also, pick SMGs or Assault rifles. Some of the LMGs are good too, especially the last one. Just for the love of god, don't try and snipe or shotgun. I love sniping, but it is just amazing how much harder it is to do well in this game sniping when compared to any other weapon type. My personal favorites are the AK74u (best gun in the game), FAMAS, Commando, M16, GALIL, and MP5. Its not hard to be good, you just need to know what class to pick and how to move around the battlefield. Actually shooting well helps, but its a secondary skill in this game. And trust me, this shit works, I've got a 3.00 K/D ratio ^^

Or if you dont like that then you could: learn, study, rehearse, become seasoned, build up, discipline, do again, drill, exercise, go over, habituate, hone, iterate, polish, prepare, recite, run through, shake-down, sharpen, train, try out, tune up, walk through, warm up, work, work out, or any other Synonyms i haven't mentioned.
Sorry for the smart ass-ness... but there isnt any magic "insta-good" secret out there (minus cheating of course). The people who beat you have just logged more hours than you.

Move slower stay with your team and use hacker, avoid direct confrontations with your opponents since as you say you have poor reflexs try to move with your team and win firefights with overwhelming firepower, also AK74u.

Use the combat training mode to find a loadout that suits you and then its just a case of trying over and over, i know this may get me some flack but TDM is good to practise on because your team mates will (ocasional) keep the bad guys off your back

Make sure your head's in the game. If you concentrate on what's going on, you do much better very quickly. Practice helps, too. And as someone else said find the weapon you like most and use it. For me it's the AK47 w/ dual mags. Also, iron sights are really good in this game, so don't always assume you have to use the red dot/acog or whatever.

Learn the Maps. if you got a buddy that knows them, all the secret locations and ways around it. Get him to play a practice match with you.

It isn't about getting better, it is about finding the right things to suit your play style.
You need to find the right gun and attachment for it, mainly. Sure, some take a while to unlock, but they have some similar guns at lower levels that you can also use.
There is no way to really get better, just find the weapons, perks, and strategies that are perfect for you, and you will do better.
Try combat training to get a real feel for the weapons, and put the AI difficulty up after you start getting better at beating them.
Then try out online play.

how do you get to combat training from the menu?
I saw a thing at the bottom of the screen mentioning it, but couldn't find it.

Well, alot of people already said, experiment with different combinations of guns, perks, and equipment. Thats really the one of two best ways to improve your skill. Just because you unlocked a new gun, doesnt mean you have to use it.

The second is learn the maps. Once you find the most common routes players will take, where all the objectives are, and were camping/ambush spots are, you'll find you havbe a greater awareness of the map.

A third means is to experiment equipment, like the claymore, and learn to use it effectively. A bad placement of a claymore will either allow the other player to see and destroy it (if they have Hacker perk on, doesnt really matter), or can be completely avoided because the other players dont even go that way.

Also, stay away from duel wield unless you have steady aim on, as the accuracy is shit without... and can actually be shit even with it.

Last bit of help I can give is to pray to the supply crate gods for a chopper gunner... thats pretty self explanitory.
