Look into endorphin if you are up to 3D animation, I have it and love it. Quite the tricky little bugger though.

P.S. I hear they used it for GTA4? True?
Nah, they used Euphoria for GTA4, same company, difference is that Euphoria is an actual AI engine, whereas Euphoria is a 3D-animation program.

Ah, I heard they used Endorphin for the physics, guess I was wrong.

Thank you though.

wee this is what I do for a living :)

It really really depends what form of animation your going for. A big thing going today for the arm-chair/ web content developer animator is flash. I will admit I don't touch that much but it's a growing form..

3D is a pretty simple form to get into, as there area plethora of cheap or free programs,( not counting those that one can obtain in less than legal forms) some of the more mainstream ones still to this day are Maya, and 3ds Max, both of which offer pretty decent demos " save for the watermarks"

Traditional hand drawn works in two ways now...one is to go traditional and use an animation stand and paper, draw it out there, copy it onto a cell, layer it under the camera, and shoot it in sets of 1-4 frames at a time depending on the speed you are looking for.. another option is to draw out the animations and scan them in frame by frame and assemble them in the PC using several various programs " can even be done on many many adobe programs)

Stop motion is one of the oldest and still popular forms, and I enjoy putting together little shorts for my boys now and then, and letting them help.. In the long run Stop motion is one of the easier forms as you have more direct control over multiple elements at once, and end up with a finished product with less clean up work in between and post like the other styles do.

so it really comes down to " what style your looking for"

Otaku No Video explains the wild world of garage done camera shot animation in relation to Anime, with a computer it should be even easier. You have to use clear cels which are painted on and placed on backgrounds, then photograph them. The rest I forget, haven't seen Otaku No Video in ages.

You can use Flash for that, but Flash isn't something you can just pick up and create an amazing cartoon with. It takes time to learn everything.
And a lotta money...
It's possible to get a 30 day trial of Flash 8 for free, and it's not even pirating. Also, there is a 'flash for dummies' book out there. I'm serious. Just library it. And if you don't like reading, there are a whole bunch of tutorials at newgrounds.com.

The best things in life are free.

Check out Pivot Stickfigure Animator. It's free and really easy to use.

Google it.
If your looking for something that is very simple and easy to create then Pivot is excellent (and only a MB) and if you need objects/stickfigures to put in you can go to http://droidz.org/

Flash is certainly an option if you can get a hold of it, and Pivot Stickfigure is always good for some simpler animations. Both of them require a lot of practice to make something of very high quality.

Well in this animation I made about PIRATES I managed to make the PIRATE very PIRATEY at a low cost, by drawing the PIRATE in a different PIRATE position in every TORRENT. I mean, FRAME.
Man I really would like to see your animation about that PIRATE maybe we could eat some SERIAL while we watch it?

I see what you did there! Had to purchase Adobe Master Collection for one the courses I was taking, it came around $600 for a student discount price, from the original $3200 singular license. Of course, I had to improve my "Yaaargh Man the cannons Matey" 'skillz'.
Yeah, my gf offered to buy me a proper Maya license (to replace my dogshit student one) but bailed when she learned they wanted five fucking grand for it.
