1million workers = £12672000000 on air alone.
£46400000 on wages.
£12718400000 per day it takes to build, thats without the cost of materials, so you can add about £1000000000 on for those since the city needs to be 100% air tight.
and it should take about 50years to build.

I'll just take a shot in the dark and say that building the sky scrapers alone(either under water or in the middle of the ocean before sinking them) would be near close to the US national debt(which is in the trillions)

well, Ryan was apparently only a multimillionaire, so its below a billion for some odd reason. but personally, id say at the very least a few billions grand.
