There is a way you can give an extra copy to a person who already owns the game but you would have to have them on your friends list and then open up the trade window with them.

OT: I've got an extra DOTA 2 copy currently gathering dust in my steam inventory so if anyone would like it quote this post with your Steam ID and I'll send it along.

I'll take it off your hands, I'm intrigued by all the commotion over the game > > I'm usually late to tehse key giving away parties too and sadly never have anything to give away myself.

Judging by how I was gifted a key, and ever since ended up with a good 8 myself... yea, they're kind of carpet bombing.
