There was a diversion/activity that allowed you to "go streaking" where you had to run past people in the buff and offend them all within a certain amount of time.

It just blurred your junk.

You don't even need to do the streaking minigame to be nude. It's been a long time since I played, but you can get yourself naked during normal gameplay. Can't remember exactly how it's done, but it can be. It was my default outfit, or lack thereof.

You just select the underpants in your wardrobe and remove them, at least, that's what I did.

Yeah I did it a couple days ago (replaying through trying to 100% it) but nobody notices or says anything candidly... at least they didn't to my character until I began the 'streaking' diversion.

I guess they're not reacting to the nudity then, but rather the awkward gait the character adopts while streaking.

In fact, you need to be nekkid first to trigger the minigame.
