OT: I would make a bullet that, when it hits something, explodes into ten bullets (defying the laws of physics by creating the extra matter for them), and everytime one of theose bullets hit somethig, it too turns into ten bullets and so it goes forever ... until I hit the kill switch ... I will hold the world for ransom, but my price will be unattainable, mainly because a world in constant fear feeds my dark humour.
On a more fun note, I would make a bullet that, when it hits something, creates a mythological/made-up creature(from pokemon to dragons to flying midgets). The creature behaves in any way you deem fit (basically you create a creature with whatever personality you want), so anyone who buys one of my bullets can get anything from a cuddly pikachu to reduce their power bills to a dragon for free flights.

I like the idea of bullets that provides some form of comic relief as it penetrates your body. Maybe some classic one-liners or..or maybe even soothing classical music, anything that will let the victim know that it wasn't personal.
I would make bullets that made people give a shit about the world... they would neutralize the latent apathy and media induced bullshittedness that has fallen over the face of the populace at large... then maybe people would i dunno... do kind things for people because they'd open their goddamn eyes and see what those nearby are suffering with that they callousely ignored before...
