The thing is they aren't protecting themselves, they are expanding and invading. I would be inclined to believe that in a similar situation slave labour might be seen as a necessity but frankly the NCR do just fine without it, as do the Brotherhood of Steel and everyone else in the game. What's more the subjugation of women isn't something we can just take back because we have hard times, it isn't needed at all. I don't think the human race would just regress all of a sudden once the bombs were gone as kids are going to be brought up as their parents see fit, imparting them with morals that they learned from their parents. They may ignore medicine because they set out to be Roman, but that still doesn't excuse the hypocrisy of Caesar using it himself. What's more, there was no reason for them to model themselves specifically on Romans. Order and Peace can be maintained without resorting to morally dubious acts as is shown by the NCR, what's more it is hardly a world in "crisis". If anything the only crisis comes from the Legion as they are the main aggressors in this world. Other than that Mr House and the NCR get on OK and apart from a few squabbles with the Brotherhood of Steel they would be fine, it's only due to instability in the region caused by the Legion that there are even any issues.
I would also entirely contest the idea that the Romans and Mongols (and Legion) bring law. They bring war, and then enforce a NEW law and culture, as if nothing was in place before. In terms of what other people may do to each other in the wasteland the only runner up to the Legion in terms of evil is the fiends and they're only doing it because they're off their faces. Other than a few bandits, which could easily be dealt with if the NCR had fewer, more pressing issues there is complete coexistence. I had it put to me that there is no other guarunteed option for human survival, but that is simply ludicrous. The NCR presents law and justice without all the horrible downsides and I don't see it as any less likely to fall the the Legion.
I just disagree with the way the Legion are viewed as the only way to go by some people, when they just clearly aren't. They take a tremendous leap back in morality all the way through the dark ages where no other successful organisation in fallout has had to go as far as I can see.
