Really unless you're willing to go into those dating websites that cater for people only looking for friends, your best bet is to do what you're doing - go into forums that host discussions of things you are passionate about, and then be bold and try and strike up some one-on-one friendships.
Unless what you're asking is how to get more friends in the real world, in which case you need to go out and get them in the real world. Join some clubs, get a job (or a different one, if there's no one at your current one). If that is an issue, either because you're shy or there isn't a big social scene, again I strongly suggest going to one of those dating sites that cater for people who are looking for friends only. plentyoffish.com, for example. That's the only way I can think of that you're going to be able to easily find people within your area to become friends with.
Oh! I forgot. Another easy way. Facebook. Go join some groups that are within your vein of interest, find other people with the same interest, get talking, add them as a friend, bingo. That way you can go in and join some specific groups that talk about something in your local area, too, again if its real-life people you are looking for.
