Sounds good and in the TF2 spirit, but that is very had to make: new gamemodes, new maps, new player models, most likely new guns, new... well I wouldn't hold my hopes for it.
Ah, but if you look at it from the perspective of being a brand new game...

Not a bad idea. But valve are pretty much done with it now.

Shame.
What, with TF2? They certainly don't seem to be.
I remember reading somewhere that the newest weapons were created by other people. And that they're letting other people continue updating the game from now on.

So it wouldn't seem to be ^^.

Valve is still working on TF2. Perhaps not as much, nowadays, but they havn't stopped working on it. Just two days ago, they announced the halloween event, which includes a... Boss fight? Someone will have to tell us is this is similar to the ideas in this thread.

I said pretty much done.

I think it's quite clear they're finishing with it now and leaving it to the users to create new content.

The problem with letting the community create gear from now on is that someone has to make the stats and then nerf/ buff them when necessary. If they want the community to take over, there's going to be a lot of problems.

Agreed. But if you wanted to see any updates from them at all user made content would now be the only way.

And lets hope they use the free time to get out the next half life.

As I have never played TF2, I cant render any ral judgement on this idea. But, having a (somewhat basic) understanding of TF2, This would seem to go against what TF2 is about.

The idea of having instead of a campaign, instead just focuses on more story driven map design, that would maybe still fit the internal idea of TF2.

Example: said:
The map in question is an old airport. Designed like the old JFK airport thats now used by JetBlue (I think thats right, saw a tv show...), and we have to competing sides, the REDs, which are a demoletion team, and the BLUs, which are a construction team (they have names, but Im not going to bothr looking it up right now). The REDs are being paid to detroy the airport, the BLUs are being paid to repair the airport. The map would be set up with the red team on the front side with the RED demolition vehicles, and the BLUs on the back(runway) side with their cunstruction vhicles. And it would be a Control Point style map, with thr different points ndd to be controlled, and after a set amount of time, a winner is shown. Than you are treated to a victory/defeat postcard pic of the map; BLU side gets a picture of the newly rebuilt airport, RED gets a picture of the airport blowing up.
Like I said, I dont play TF2, but this was an idea I had that could be interesting.

Meh, I'm not too sure. You could always get good with Source SDK and do it yourself, I can see how that'd work... at least the CP setup xD
