From my experience the best free to play MMO that runs well on a laptop is Mabinogi. It is free to play with a cash shop but it is not pay to win. Probably the only thing you would actually want to buy from the shop is a mount which are usually $10 and you really don't need one (This coming from someone who played before mounts were implemented). The world is fleshed out and pretty big, the story quests are interesting, and there is very little grind. There is a small bot problem but they are usually in out of the way areas. Also the dungeons are a bit repetitive but that is only if you just grind one over and over again, which you really don't need to do.
Having played Mabinogi since 2008 (of course before mounts as well) I have to disagree that there is little grinding. Training skills can become extremely tedious at high levels and players who pay are still at an advantage over free players since people who cough up the money can level faster and thus have better characters in a shorter amount of time. The mount issue is just based on how much patience you have, but I'd say you don't need it for the early quest lines. Otherwise I'd agree with everything you said. Also, you didn't mention the rebirth mechanic that gives Mabinogi its unique feel; the ability to reset your character's level and possibly appearance and gender to allow yourself to gain more AP (skill points) for skills.

Runescape, easily the most action packed MMO out there, I mean you'll never get bored of cutting wood, mining for ores or fishing and cooking! Well it's not bad I mean the quests are good fun but everything else is one long depressing grind.
You want a new FREE MMO, or an awesome new FREE MMO? If you're looking for the latter, which you obviously should be, stop by and check out NEStalgia. Totally awesome old school fun. Small, tight-knit community, parties of three taking down pixelated monsters, damn near no grinding for grinding sake (i.e. plenty of cool quests), pvp tournaments, and a development team that isn't lightyears away from the player base.
You said you wanted a FREE MMO? How about one that pays you instead? Pixel artist submissions are being accepted now, so if you can draw cool monsters, we can fight 'em.
As far as the "new" part that you're asking for, it's a little over a year old. Hop in and try to see if you can spot one of the many faces of Caer.
Second. If you've ever been a fan of side-scrolling beat-em ups like Gauntlet, Final Fight, and their ilk, Dungeon Fighter will definitely tickle the nostalgia bone, while at the same time offering a pretty solid MMO experience.
On topic: I'm going to fly the flag of Dungeon Fighter Online like a few others. You can turn the setting down and not really lose much. I'd recommend watching some videos of it first.
There are also a few sites dedicated to DFO, not sure if I can name them in a post as it might be called advertising. Maple also has a few sites in the same vain. They deal mostly with builds, strategies, guides, and things like that in both cases.
Have you by any chance played Eve Online? It's the only MMO I'll touch. It's beautiful to look at, fun to play, and if you're good enough at making in game money (isk) you can fund your own account.
CCP, the company that produces Eve, basically addressed that some people are willing to buy in game money with real money. So they sell items called "PLEX." The player market decides their value. So you buy a PLEX from CCP, which is an ingame item that allows you a month of free game time. You can use it, or sell it.
YOU can be a buyer of this PLEX from the player market, and basically fund your eve play time this way, using in game ISK.
One thing I really enjoy about Eve is that when while I was out at school, my character was training skill real time. I didn't have to grind experience. I hate grind. In Eve, you can do missions (Quests in any other game), and it'll give you money, political standing, and access to good items and implants. Or you can take your fun into your own hands, and go rouge with pvp or piracy. The game really doesn't restrict you. You operate within it's boundaries, and from there the sky is the limit.

here's a rundown of what's been suggested for ya, based on that statement (most of the posters here don't seem to realize just how slow your laptop is):

So here's the thing about this suggestion. Anarchy Online was originally coded terribly. Funcom bought the original team, fired half of them and put in their own people for the expansions. The expansions are all coded well, but the base of the game- the foundations are poorly coded. What the code does is render EVERYTHING in the players view distance, regardless if you can see them or not. It loads what people are carrying, what mobs are carrying, and all that little detail that isn't fully necessary from however far your max view distance is. As a result, it lags even the finest computers.
I LOVED Anarchy back in the day. I played the hell out of it, and I often consider going back thanks to its free-ness. But on a slow laptop, I wonder just how well that poorly coded foundation will work out.
