Funny thing is, a lot of people are stating intentionally cheesy/campy yet mostly well-made movies (Evil Dead series, Re-Animator, etc), as opposed to movies that are actually so bad and ineptly made, that they're absolutely hilarious. Movies with horrible dubbing, horrible acting, bad special effects, cheap sets, etc. Someone mentioned Creepazoids before, that's a pretty good example right there :p.

There is no way that this movie was even planned to be good at all. They had to intentionally make it so terrible.

Now this is what I call a horror comedy. It is a bloody good movie.

"Drag Me to Hell" looked like it was made in the same vein as The Evil Dead. Same director for both movies.

Rest Stop. Though I think it's just terrible and not good in any sense.
But I myself am partial to the Saw series. Not sure if it really counts for "Horror" though.

The Evil Dead franchise is awesomely bad, Leprechaun in da Hood, the first Child's Play (try to spot the scenes where it's actually a midget in a costume) as well as most of the Full Moon Features catalog.

> The Gingerdead Man 2: Passion of the Crust (two words: Haunted Dildo)

> Anything from the Puppetmaster Franchise (including Puppetmaster vs Demonic Toys, starring Corey Feldman in the worst role of his life... aside from his music)

> Demonic Toys (in which a demon fetus needs to "do the nasty" with a pregnant cop in order to be born)

Also, the Fog is ridiculous but may lean to bad rather than hilariously bad. My best friend and I still regularly quote Joy Ride, but the sequel is pretty cheesy and will probably fit your criteria a little closer. Darkness Falls may fall closer to a legit horror movie, as well as Dead Silence. I think The Thing is really good, but it has pretty dated effects which makes it a little cheesy but awesome.

If you check out Dead/Alive (Brain Dead) I highly suggest you double feature it with Black Sheep, not the movie with Chris Farley, the movie with man-eating sheep that turn people into horrible Were-Sheep, thanks to Peter Jackson's Weta Workshop. If you don't mind subtitles there is always Delicatessen. There's also Bubba Ho-Tep and My Name is Bruce, or anything with Bruce Campbell in a prominent role.
