My opinion on cosplay is you either go 100% or you don't do it at all. Cosplay demands a certain amount of effort otherwise it is just depressing for everyone else at the event, they feel like they've come to some 2nd rate gathering.
Don't cosplay for the sake of trying. Cosplay for the sake of playing a fitting tribute to a character. This is why it's important to have a good costume, otherwise you are going to show your character in a bad light.
So the best cosplay is something you are interested in, what characters interest you?
But that's just my opinion. I don't want you to feel pressured to cosplay if you either can't afford it or honestly don't have the inspiration.

As for the gender of the character, I believe it's male but on an occasion or two he's had to cross-dress for some reason (hence the picture of him in the dress...I've never seen this anime personally).

I am a bit picky with my anime/games and that has limited me. But I'm interested in:
Code Geass
Darker Than Black
Devil May Cry(that counts)
DeathNote(though I didn't complete it)
Kingdom Hearts
Final Fantasy X and XIII
