It is new, but that is not why it looks as it does. It is, as the poster blow you said, a program called Rainmeter, with a skin called SimpleSenteces2.
The dock in the side is Winstep Nexus, with icons from a set called Lucid Icons.

Rainmeter and Nexus have their own pages. SimpleSentences and Lucid Icons can be found on DeviantArt.

To be fair, I think the necromancer is gonna be the shit in GW 2, but I'm torn, I like blasty mages, essentially what the Elementalist is, and I like Necromancers, which was my first character in Diablo 2 and Guild Wars (did a half decent job as a MM in GW 1... and finished all the campaigns on mine, which none of my other characters have done)

Nice desktop though, may switch over soon, I have the image already
